THE National Council for Higher Education (NCHE) chairperson, Prof. Frederick Kayanja, has emphasised the need to uphold quality university education in Uganda.

Speaking at a quality assurance workshop at Hotel Africana recently, Kayanja said the council would not allow questionable universities to operate.

“You can’t practice human medicine, veterinary medicine or nursing unless you are registered.

It would be irresponsible on our part if we do not ensure that the law is observed,” he said.

Kayanja rejected calls by Prof. Badru Kateregga of Kampala University and Nkumba University’s Prof. Senteza Kajubi that universities be allowed to operate for some years before getting a licence.

Kateregga said some of the famous universities in India started from shops and garages.

“We can be flexible but maintain standards. Emphasis should be on the end product and not the input,” Kajubi said.

“To those who have been saying you can start universities in shops and garages, I say you can’t re-invent the wheel. Things of the past are for us to learn from,” he said.

The Uganda Martyrs University vice-chancellor, who is also quality assurance control committee chairperson, Prof. Michele Lejeune, emphasised quality research for any university that deserves merit. He called for high education standards.
