Scouts were left gob smacked two Wednesdays ago at 9:45am opposite Electoral Commission offices on Jinja road.
Whizzing through traffic in her sparkling blue Nissan Terrano (UJ 0095), she was flagged down by a ruthless traffic policewoman on duty.
As the cop went in for the kill, presumably to castigate Julia for not wearing her seat belt, she was stopped dead in her tracks as soon as she saw the infections smile ‘scowling’ at her. The lady cop duly waved Julia on.
