Declare entire Uganda a prison to contain Kibirige’s poor!

SIR— Since 80% of the Ugandan population are poor, I wish to suggest that the entire Uganda be declared a huge prison because of the rampant poverty.
SIR— Since 80% of the Ugandan population are poor, I wish to suggest that the entire Uganda be declared a huge prison because of the rampant poverty. This will be in line with agriculture minister Kibirige Ssebunya’s proposal that the poor of this nation be arrested and imprisoned. It should be done because all the existing Ugandan prisons combined wouldn’t contain us the poor of this nation.
