By Cyprian MusokeTHE energy and mineral development ministry is set to spend sh148m in salary for an expatriate, who will do initial advisory work on a US$645m energy project.The project, under the directorate of energy and mineral development, constitutes US$496m Uganda government contribution, and is to pay two Ugandan technocrats sh12m.The parliamentary natural resources committee members, who were scrutinising the policy statement of the ministry at Parliament last Thursday, demanded to know why such money was being spent on salary for a single person.Ndaula Kaweesi, who chaired the committee, asked why an expatriate should be paid so much money while so little was paid to local experts on the same project.The MPs said consent of Parliament should be sought before appending expatriates to projects.
