THE East African Community (EAC) ministerial council has asked Uganda and Tanzania to put in place their national citizenship registration and identification systems before November 2004, if the regional, political and economic integration is to proceed on schedule.

Kenya already has a citizenship identification system but Uganda and Tanzania’s have been on drawing boards for years.

EAC deputy secretary general in charge of finance, Ali Mchumo, told a press conference at the Sheraton Kampala Hotel yesterday, that as part of the EAC development strategy, the council had agreed on guidelines for elimination of internal tariffs and establishment of common external tariffs.
