A FUEL and transport crisis has hit Mubuku Prison in Kasese district, making it impossible for remand inmates to appear in court, reports John Thawite.The prison’s officer in-charge, Dr. George Muge, on Tuesday said, “The whole remand section has not been produced in court for the last two months, owing to the problem.”Muge said the only transport means available was a remshackled old tractor, which constantly breaks down and never has fuel when it repaired.Inmates at the prison are usually tried in Grade Two Magistrate’s court in Kasese town, about 15km away.Muge said the remand cases were having their terms re-cycled several times, meaning that at the end of every remand period, they were made to start afresh without court hearing.“It is as if we have condemned the poor prisoners,” a visibly touched Muge said.He said he needed about 23 litres of fuel monthly to take the remand inmates to court. He said on several occasions, the inmates had tried to riot but he had convinced them to be patient.Ends
