A total of 19 people in Arua town were on February 2 wounded in a battle with the mobile Police following the arrest of fuel smugglers, commonly known as OPEC boys.
The incident which started with a demonstration by protesters who marched to the RDC's office, was sparked off by the arrest of a suspected smuggler with 20 litres of fuel.
Five of the policemen who shot at people were arrested by the UPDF in Arua.
