What's wrong with UEB Banda?

SIR-I refer to Eva Byamugisha's letter in The New Vision of May 11 regarding UEB Banda office. I also wonder why the staff of this office sometimes don't bother to come and take the meter readings instead of merely estimating? Worse still, you as a consumer, pay the bill and they don't bother to credit your account for months. Is it incompetence, inefficiency or sheer negligence? D.N. Sunday, Kireka
