Civil Aviation Authority (CAA) invites applications from qualified Ugandans to fill the vacant post as below: 1. JOB TITLE Principal, Regulations and Air Services JOB REF NO: CAA/ADV/4/2001 2. JOB PURPOSE: The successful candidate shall be responsible for the economic regulation of the civil aviation industry. This involves air transport licensing, approval of fares and advising the Authority on domestic and international civil aviation policy. 3. PRINCIPAL DUTIES The Officer shall be required to: • Receive and assess applications for new air operators. • Advise the Director on the calibres of air service applications • Process the issuance of air transport licenses, allowing Uganda carriers to operate scheduled or chartered services. • Participate in the preparation of negotiating positions for Bilateral Air Service Agreements. • Maintain contact with foreign airlines serving Uganda. • Ensure that Uganda clearance practices and procedures are in conformity with the provisions of Annex 9 to the Convention on International Civil Aviation. • Carry out any other duties as may be assigned from time to time. 4. QUALIFICATIONS: i) University Degree in Aviation Law, Economics or Business Administration ii) At least 5 years working experience (2) of which should have been in aviation management. Experience in the administration and or management of airline policy and decision making process will be an added advantage. iii) Working knowledge in the following areas would be desirable. a) Regulation or Air Transport Operations, including general aviation, operating licenses, route permits, rates, fares, business practices and competition. b) Bi-lateral Agreements. c) Economic regulation of the air transport market, airlines business, airports operations and route facilities. d) Tour and charter operations. 5. Proven ability to express views clearly and to prepare concise reports: ability to present, defend and amend Air Transport policies and project proposals. 6.
