By John Kakande FORMER Buganda Katikkiro Mayanja Nkangi has warned that if given opportunity again to govern the country, UPC still "have got capacity to be bullies." Mayanja Nkangi, the Minister of Justice and Constitutional Affairs, was addressing a press conference at the weekend. He also criticised presidential aspirant Nasser Sebaggala for promising to allow former presidents Idi Amin and Milton Obote to return home if elected. "I will be glad if Sebaggala gets no votes in Buganda and other parts of the country. We have better things to do," Mayanja Nkangi said. He called a press conference to rebut statement made by UPC bigwig Dr James Rwanyarare, that the Buganda Lukiiko was to blame for the 1966 crisis. Mayanja, who said he was speaking as former Katikkiro, also took exception to Rwanyarare's assertion that UPC has no apologies for abolishing federal system of government. Rwanyarare made the remarks on Thursday during a press conference convened as part of activities to mark 75th birthday of UPC president Milton Obote. "Of course they (UPC) have no capacity for apologising. Has UPC ever had capacity for apologising?" Mayanja asked. "Right now they (UPC) are not in power. But I know they have capacity, as a group or institution, to be bullies," Mayanja said. The minister said when the Lukiiko passed a resolution asking the UPC government to vacate Buganda, it was simply telling government that "you are strong but do not be bullies." Rwanyarare had argued that the resolution precipitated the crisis. But Mayanja disagreed. Ends.
