Female genital mutilation (FGM), also known as female circumcision, is generally carried out on girls under seven years of age.
A couple of weeks ago local leaders in the two districts signed a declaration to end FGM by 2030.
Civil Society Organizations are worried about increasing child marriages, urge men to get involved.
Police say most of them were participants in aiding and abetting female genital mutilation.
FGM -- the slicing off of the external genitalia, including the clitoris -- was outlawed in Uganda in 2010.
Mufti Mubajje noted that FGM has remained remarkably persistent in some isolated communities in Uganda, despite several interventions.
It is not what she says, but rather what she doesn’t. It is not even the emphasis with which she says it.
“If they don’t come to us for cleansing, all the bad luck happens," says a cleanser in Amudat district.
