SIRâ€” The proposal by the Ministry of Defence to cut off its budget allocations to raise an additional sh90bn is a poor method of work.
The ministry should be honest with Ugandans. Sh90bn is meant to purchase new equipment to fight LRA rebels, but not for professionalisation or standardisation of the UPDF.
The defence review process does not need urgent attention now. Moreover, this programme was scheduled to start in the 2004/06 financial year. The MOD needs all the support now, but that support should not be at expense of other ministries.
The secretary for defence should apologise for failing to make contingency plans for his ministry. Perhaps it is this adhoc way of conducting issues in the Ministry of Defence that has contributed to inefficiency in the UPDF.
