The Government of Uganda through the Ministry of Water and Environment (MWE) and Development Partners are implementing a Joint Water and Environment Sector Support Program (JWESSP) over the 5 year period 2013-2018 during the mid-term review of the JWSSP program, a consolidation strategy and plan was agreed on, in which it was recommended that a consultancy firm should be acquired on short term basis to strengthen the Ministry of Water and Environment capacity to develop new project proposals and also prepare a resource mobilization strategy.
Overall objective of the Project Development initiative is to develop projects and mobilize resources to implement the sector investment plan under the Joint Water and Environment Sector Support Program 2013-2018 and its planned successor programme 2018-2023.
The services required to support this Project Development initiative involves a range of activities aimed at strengthening the MWE´s capacity to develop new projects that can be clustered into three parts:
Part 1: Project Development Consultant based within the MWE Water and Environment Sector Liaison Department (WESLD)
Part 2: Technical Support for WESLD staff and Project Development Focal Persons within all MWE Departments and Sector Agencies (shall need be expressed)
Part 3: Travel and workshop facilitation for all Project Development activities and events under this assignment
