The Court of Appeal panel of justices led by deputy Chief Justice Emeritus Steven Kavuma, has today explained why defence minister Okello Charles Engola is qualified to represent Oyam North constituency in the 11th Parliament.
The court said that Engola’s rival, also his predecessor Krispus Ayena (UPC), adduced baseless evidence that Engola lacked the required academic qualifications to contest as a Member of Parliament.
In the February 18 poll last year, Engola emerged victor with 21,785 votes, while Ayena came second with 15,796 votes.
The other two candidates independent candidates were George Ojwang Opota (9,156 votes), and Willy Omodo-Omodo (3,537 votes).
