School heads to be penalised for misuse of registration fees

Government plans to penalise school heads who misappropriate candidates registration fees. This has been revealed by the minister of state for higher education, John Chrystom Muyingo and UNEB executive secretary Dan Odongo while appearing before the education committee of parliament to introduce the Uganda National Examinations Board Bill 2020.

The Bill proposes that a person convicted of exam malpractice, being in possession of examination material and impersonation among others will be fined between sh20m and sh40 m or face a jail term not exceeding 10 years or both.

The bill also creates an offence of misappropriation of examination registration fees and charging fees not prescribed by the examination board respectively.

The executive secretary Dan Odongo says that the current law lacks strigent penalties but says once this bill is passed into law, all these will be criminal.

Odongo however says that schools are free to stipulate extra charges alongside the official UNEB fees as agreed by management and school PTAS.
