Wakiso district embraces new information system

The Ministry of Education and Sports will stop depending on paper forms and excel sheets after the implementation of District Information System 2-Education Management Information System (DHIS2-EMIS), Commissioner Basic Education Dr. Cleophus Mugenyi has revealed.

Mugenyi said with decentralized use of the DHIS2-EMIS, district municipalities will have access to real time data on their enrollments, human resource and infrastructure.

DHIS2 -EMIS is a web-based system that provides real time data.

He said this project was more than timely to revolutionize the management of education data in the country.

He emphasized that accurate, timely and reliable data was important for informed decision making, planning, and progress monitoring.

"When the Ministry requests data from the districts, the education department often takes weeks to compile and share it, but with such an implementation, it will become easy," he added.

"I do not have to call the district education officers to get this data. I can just log in from the comfort of my office, retrieve this data and monitor the progress of key education indicators," he said in his remarks.

He made the remarks at the implementation of the of DHIS2- EMIS for the two districts Wakiso and Ntungamo.

State Minister for Primary Education, Hon Rosemary Seninde while giving her remarks at the Launch of the program at Kabira country club said that the program is timely.

Seninde said, the pioneer districts have been able to use their data in planning, budgeting, lobbying for additional resources and even distribution of self-study materials and other necessities for schools and learners.

She said DHIS2 is an open source platform that is being used in more than 87 low and middle income countries to support data management in health and in other sectors like forestry, governance and Education.

"In Uganda, the MoH has been using DHIS2 for Health Management Information Systems, for over 11 years and as MoES, we have a lot to learn from our counterparts both at national and district level in terms of data management, presentation and use," she said.

The project implementation is funded by NORAD through University of Oslo and technical support provided by HISP Uganda and Save the Children Uganda.  

The Acting commissioner ICT MoES, Patrick Muinda emphasized the need for strong systems that can support data sharing and linkages between sectors and departments.

Muinda requested the team to ensure that the system has a strong data exchange functionality, document lessons and challenges as much as possible to inform the MoES initiative of developing a robust and reliable EMIS system.

The DHIS2 Implementation Advisor East and Southern Africa and Director of Programs at HISP Uganda, Dr. Prosper Behumbiize shared the successful use cases of DHIS2 globally, regionally and within Uganda.

DHIS2 is an open source platform that has been in existence for over 23 years has been used globally for health information management in over 85 low and medium income countries including Uganda.

The education officer MoES AbduMalik Muwanga reviewing the project success in the two initial districts of Mayuge and Gulu DHIS2 for EMIS said it has empowered us to use EMIS data for planning, budgeting and informed decision making in the districts.
