TERMS OF REFERENCE TO UNDERTAKE THE NATIONAL AIDS SPENDING ASSESSMENT (NASA) FOR FINANCIAL YEARS 2017/18 AND 2018/19

BACKGROUND AND CONTEXT

The Government of Uganda and partners are supporting the tracking of AIDS spending through the National AIDS Spending Assessment (NASA) for the period 2017/18 and 2018/19. NASA is a comprehensive and systematic methodology to track the flow of resources for the AIDS response from the source through the different agents to the beneficiaries.

One of the key mandates of Uganda AIDS Commission is to strengthen planning, coordination, sustainable Financing and information systems for tracking programs. including advocacy for expanding sustainable domestic and external funding bases. With dearth of information on HIV and AIDS spending attributable to OOP expenditure in Uganda, the 2017/2018 and 2018/2019 NASA will be conducted with a major focus on the assessment of OOP expenditure among PLHIV in Uganda to guide Mure policy decisions. This exercise will build on previous NASAs done in 2012 and 2018.
