National sports associations asked to live up to expectations

The Under Secretary in the Ministry of Education and Sports Aggrey Kibenge has asked national sports associations under the National Council of Sports (NCS) to measure up to the expectations of the government if they are to continue receiving funds from it.
 
Kibenge was addressing Accountants and Financial managers of national associations during a Capacity Building Financial Managers Workshop at the Cooper Chimney at Lugogo on Wednesday.
 
The workshop was organised by NCS to empower and enlighten, and also share what is expected of them when dealing with public funds. The importance of complying with statutory requirements of filing financial reports, as well as the criteria and value of proper accountability as a basis for monitoring performance, was also emphasized by the different facilitators.
 
"It is one thing to ask for resources from the government and another for you to meet requirements. All of us from NCS, to the chairmen; to the financial managers should style up and re-orient yourselves in your thinking and methods of work," Kibenge advised.
 
"You must submit your annual work plans, break them into quarterly work plans and must have budgets and forecasts and know what you require. So it calls for systematic planning,"
 
He said NCS will only deal with associations that are compliant and those that will meet the terms and conditions and those that will follow the set regulations. He advised those planning to host international events to consult NCS to ensure proper planning and efficient coordination.
 
"When I look ahead I see an even bright future for sports in this country but that will depend on whether we continue moving together with purpose and get out of the ad-hoc way of doing things.
 
"In the long midterm, sports will get an extra sh5b per year, meaning government envisages that sports will continue to grow if our economy continues to perform as expected, so we believe more money will come to the sector," Kibenge stated.
 
He said in the next budget sports will have sh26.2b with sh20b being shared out between the ministry sports department and NCS as a result of the increased funding.
 
"Out of the sh20b, the ministry was retaining sh2b but we agreed that NCS was still underfunded and we agreed to surrender sh1bn to NCS, so they will receive sh18.5b,"
 
He added that sh6.2b will go towards the construction of the High Altitude Training Center in Teryet.
 
The finance managers were taken through an overview of financial management, how to run a health organization, planning and budgeting as well as the importance of accountability, Integrity and Internal controls as the importance of financial reporting.
