The Government of the Republic of Uganda represented by the Uganda National Roads Authority (UNRA) has allocated funds for Upgrading of selected unpaved roads using low cost surfacing of low volume roads. The Uganda National Roads Authority (UNRA) is responsible for the development and maintenance of approximately 20,000 km of the National roads network. The majority of which are unpaved, approx. 85% of the total network. The usual constructed surface of these roads is selected natural gravel excavated from pits or quarries and hauled by trucks to be laid on previously shaped formation or road surface, watered and compacted to form an ‘all-weather' running surface. Unfortunately the agents of weather and traffic cause the laid material to be washed away, eroded and depleted. The gravel losses are substantial in dry and long rainy seasons where intense rain washes out all the fines leading to gravel loss.

UNRA's Mission is "to develop and maintain a national road network that is responsive to the economic development needs of Uganda, to the safety of all road users, and to the environmental sustainability of the national roads corridors." To achieve this Mission, UNRA intends to focus on optimising the quality, timeliness and cost effectiveness of its road projects, and to promote the use of innovative and creative techniques and strategies to optimise the performance of the road network. UNRA expects the Consultants and Contractors that work for the Authority to adopt these objectives, to work with UNRA to achieve its mission, and to reflect this in the preparation of their proposals.
