Regulating religious bodies
Meanwhile, during plenary at Parliament, Manjiya County MP John-Baptist Nambeshe says the proposed Religious Organizations Bill does not contradict with constitutional provisions on freedom of worship.
The legislator had sought leave of Parliament to introduce the private member's bill. The legislation seeks to provide a legal framework for registration, regulation and management of religious organisations.
On his part, MP Gaster Mugoya Kyawa (Bukooli) says the proposed bill will help to regulate "fake" religious leaders.

Museveni meets CDC delegation
President Yoweri Museveni has met with a visiting delegation from the Commonwealth Development Corporation (CDC) Investment Works at State House Entebbe.
The group was led by the chief executive, Nick O'Donohoe, according to State House, and accompanied by Peter West, the British High Commissioner to Uganda.
CDC is the UK's development finance institution that supports the building of businesses throughout Africa and South Asia.
During their meeting, Museveni said his government is keen on developing the infrastructure in Uganda, especially electricity supply.
"We are interested in infrastructure development especially the expansion of electricity distribution. The Government has the policy of private sector-led growth. We must have low cost of doing business," he said.
"Since we have got no railway service, it has led to high transport cost. We look forward to the fund (CDC) enabling us to address these challenges."

Opposition's new private member's bill
Earlier today, members of the Opposition say they are readying a private member's bill that seeks to include presidential aspirants who get 10% of the vote, among Ex-official Members of Parliament.
The Leader of the Opposition in Parliament, Betty Aol Ocan, told a press conference the proposed bill will be named The Constitution (Amendment) Bill 2019.
She said the piece of legislation also "seeks to entrench presidential term limits, introduce federal governments and constitute an independent electoral commission".
The Bill also proposes a cabinet comprised of no more than 21 members.

DR Congo soldiers killed by Ebola
Two soldiers in eastern DR Congo have died after catching Ebola in an outbreak that has killed hundreds in the region, army and health sources said on Tuesday.
"Two of our soldiers have died from the Ebola virus in Beni. Three others are under observation," army spokesperson Major Mak Hazukay told AFP.
"All measures have been taken to stop the troops from being contaminated," he added.

What Parliament will discuss today
The House will be back in session this afternoon - in fact, in less than 15 minutes from now. There are a number of items on today's order paper.
One of them will be a report of the Uganda Parliamentary delegation to the International Conference of the Inter Parliamentary Assembly on Orthodox in Beirut, Lebanon in April last year.
Also, Kasese Municipality MP Centenary Franco Robert will push Government to streamline the removal and reintegration of children in street situation.
MP Patrick Nsamba Oshabe (Kassanda County North) will submit a motion urging Government to streamline service fees at morturies in public hospitals.

Factory producing 100,000 litres of milk every day
This is what President Museveni said:
"This is one of the fruits of our sensitization efforts dating back to 1966 when Mwesigwa Black and I, started to dissuade our parents and community from the practices of nomadism and subsistence cattle keeping.
"The mindset at the time was largely pre-capitalist but we took a lesson from the exposure we had at school in Mbarara and brought the knowledge back home.
When we had made headway with the general concept, we then started sensitization on enterprise selection. At the time, there had been mass conscription of wanainchi into growing of cash crops such as tobacco, coffee and cotton.
The local people, without vast lands, ultimately could not get out of poverty. So we encouraged our people to look into high milk-yielding breeds of cows, instead of depending entirely on our local breeds.

Facility producing 100,000 litres of milk daily
President Yoweri Museveni has commissioned the Vital Tomosi milk processing factory in Rushere, Kiruhura District. The factory produces the Milkman brand of UHT milk and yoghurt.
The facility, set up by Israeli investor Eytan Stibbe of Vital Capital Fund and their local partners Odrek Rwabwogo and Patience Rwabwogo, processes 100,000 litres of milk every day.

Surgical Safety Checklist
You have probably heard of surgical operations gone wrong. Once, I read a story of a woman who was sewn up with a ball of surgical cotton in her body - which was only discovered much later when she started developing complications.
Well, it is known that surgery can be a life-saving or life-changing intervention in many conditions, but it carries potential risks too.
For that matter, the World Health Organisation (WHO) is saying that using the Surgical Safety Checklist "can prevent around half of surgical complications and save lives of thousands.
According to the health agency, this checklist was developed after extensive consultation aiming to decrease errors and adverse events, and increase teamwork and communication in surgery.
"The 19-item checklist has gone on to show significant reduction in both morbidity and mortality and is now used by a majority of surgical providers around the world," WHO says.

Amending 1985 NSSF Act
This should come as music to the ears of many.
Workers' MP Sam Lyomoki says a Bill to amend the 1985 NSSF Act is in the pipeline. The reforms would see an improvement in workers' access to savings when urgent need arises, as well as improve social security in Uganda.
"We plan to introduce mid-term accessibility where people can receive money within the period of saving," says the legislator.

Match-fixing: Nkata sacked by Kenyan club
Meanwhile, Ugandan coach Paul Nkata got into hot waters in neighbouring Kenya amid a match-fixing scandal.
He has been dismissed by Kenya Premier League side Kakamega Homeboyz over match-fixing claims, which the Football Kenyan Federation (FKF) has promised to look into.
The club has since made changes to its technical bench with striker Allan Wanga taking over on an interim basis following the departure of Nkata, who is alleged to have been involved in the scam.

Second round action resumes today.
Last season's runners-up KCCA FC will be playing away to Mbarara City while BUL FC will play host to Maroons FC.
Mike Mutebi's KCCA are top of the table on 36 points, with a five-point gulf separating them from second-placed Vipers SC, the defending champions. Mbarara City follow closely in third on 28 points.
BUL, who are fifth on 23 points, will be hoping to leapfrog Onduparaka FC with a win against 12th-placed Maroons.

2018 UCE: The stats
A total of 336,740 candidates registered for the 2018 UCE in 3,658 centres. The number of candidates in 2018 was higher than that of 2017 by 10,528. Of the 336,740 candidates, the education ministry indicates that 45.2% are beneficiaries of the government universal education programme (UPE).
In 2017, 31,338 UCE candidates excelled in Division One compared to 25,610 in 2016. In 2017, 53,665 candidates featured in Division Two while the previous year had 44,614.

2018 UCE results: Release for 2:30pm
Typically, national exams are released in the morning. This time around, though, the O'level results are set to be made public in the afternoon - at 2:30pm -, according to Patrick Muinda, the assistant commissioner for communication and information systems in the education ministry.
The venue will be the Statistics House Conference Hall in Kampala.

2018 UCE results out on Thursday
It is two weeks since the 2018 Primary Leaving Examinations (PLE) results were released.
On Thursday, candidates of last year's Uganda Certificate of Education (UCE) will know the fruits of their four-year labour when the results of their final national exams were be released.
According to a source who did not want to be named, the education minister, Janet Museveni, hosted a team from the Uganda National Examinations Board (UNEB) to discuss the release of the exam results, during which she "guided that they be released on Thursday".
