In the period between 2012-2018 the German Government contributed through the German Development Bank "KfW" a grant of 30 million Euros to the project "Support of the Water and Sanitation Development Facilities North and East" whereas the Ugandan Government contributed 10% of the development partners funds. The aim of this project was to provide safe, adequate, equitable and sustainable water supply and sanitation to the Ugandan's in small towns and rural growths centres across the Northern and Eastern regions. This was to contribute towards enhancing the health situation of the population in the project area. Simultaneously, the project purpose was to help reduce regional and social disparity among communities and thus, foster Uganda's stabilization and establish peaceful social economic development.

Ministry of Water and Environment and the Water and Sanitation Development Facilities

The Recipient of the German funds was the Government of Uganda through the Ministry of Water and Environment (MWE). The MWE implemented the project through its deconcentrated units namely the Water and Sanitation Development Facilities North and East (WSDF-North and WSDF-East) based in Lira and Mbale. Both facilities were established in 2008 utilising funding framework under the Joint Partnership Fund with the mandate of assisting small towns and rural growth centres in the development of water supply and sanitation systems in the regions.

Achievements of the Project

With interventions performed by the German Government, the KfW, the Ugandan Ministry of Water and Environment, the Water and Sanitation Development Facilities North and East and the German Consultant "CES-Consulting Engineers Salzgitter GmbH" fi fty-six (No. 56) water supply and sanitation systems in small towns and rural growth centres have been implemented across Northern and Eastern Uganda (refer to Figure 1). In total over 600,000 Ugandan's of the small towns and rural growth centres are already benefi tting from improved water supply and sanitation systems. Considering the fast-growing population of Uganda, the systems were designed to provide piped water supply and improved sanitation to over 1,000,000 inhabitants.

The long running confl icts in Northern and Eastern regions especially caused by the Lord Resistance Army rebellions led to separation of families and even breakdown of whole communities. With the implemented project the displaced people received access to clean, safe piped water and improved sanitation.
