Lukwago council meeting flops

Lukwago and his councillors who convened at 10:00 am as they had earlier communicated were surprised to find the council chambers closed and councillors told that they was no council sitting.

Following Kampala Minister Beti Kamya's letter dated August 30, the Lord Mayor Erias Lukwago had called for a special meeting on Tuesday, however the meeting hit a snag.

In August Kampala Minister Beti Kamya directed Lukwago to resume council meetings immediately, however his meeting did not kick off as the technical wing was said to be attending a management meeting and was later asked to report to Parliament.

In a notice to the councillors, Members of Parliament Kampala, Resident City Commissioners, all directors and the acting deputy executive director, Lukwago called for a special authority sitting scheduled for Tuesday, 2 October in the authority chambers.

In the notice dated 19 September, Lukwago outlined some issues which included among others an internal audit on all matters Wandegya and Usafi, auditor report of on the impeachment of the Lord Mayor in 2013, report from the minister's agreement with the councilors and the technical team and proceeds from the Kampala City Festival fund.

However, Lukwago claims that whenever he calls council meetings on matters concerning accountability he is frustrated by the technical team.

"We are accountable to the people of Kampala, the reason  we had called this meeting was to address issues concerning them, but we have been frustrated," he told the press in an interview.   

The councillors however, led by Council Allen agreed that they set another date for the meeting.

"Now that we dont have clerks to councillors in this meeting, we are not on record. I was seeking that through your powers you give us another date," he said.

"You need to issue a fresh notice to the institution," Kennedy Okello councilor Nakawa told Lukwago.

KCCA director of public and corporate affairs Peter Kaujju, said the office of the executive director had earlier told councillors that they have management meetings on Tuesday, adding that they are aware that the technical team always conducts management meetings every Tuesday.
