KAMPALA- The former Kampala mayor, Al Hajji Nasser Ntege Sebaggala, has advised the Lord Mayor, Erias Lukwago to ceasefire in his ongoing bickering with Kampala minister Beti Kamya.

Sebaggala said Lukwago, who recently dragged Kamya to court, cannot change the status quo at city hall.

He said the Kampala Capital City Authority (KCCA) Act is clear that the central government took back the power of managing Kampala from the mayor when the KCCA was enacted in 2011.

"Lukwago is a lawyer and should refer to the KCCA Act, which gives the Kampala minister veto powers over the council," Sebaggala said. "If the council sits and decides to destroy your house, you can petition the minister who has full powers to reverse the decision."

Sebaggala added that the tittle "Lord" bestowed on the Mayor under the KCCA Act makes the office bearer a ceremonial head unlike during the old days when he (the mayor) would be in charge of everything during his term. 

He also wondered why the Lord Mayor, Kampala minister and division chairpersons, who hail from the same region, cannot put their differences aside and work.

Lukwago dragged Kamya to court recently seeking an order of the court to quash her decision to suspend KCCA council meetings and subjecting the Lord Mayor's travels to a "ministerial permit".

From the onset when the two assumed office in 2016, Lukwago said President Yoweri Museveni had appointed Kamya to fight him.
