KCCA to get authority council speaker

KAMPALA - The Kampala Lord Mayor will no longer chair the Kampala Capital City Authority (KCCA) council sessions . . .

. . . if a proposal by the government to create the office of the speaker for the authority council is adopted in the KCCA Bill 2015.

Presenting the additional amendments to the KCCA Bill 2015, Benny Namugwanya, the state minister for Kampala Benny Namugwanya told the parliamentary committee on presidential affairs that the City Authority Speaker and deputy speaker will be elected from amongst members of the Authority council.

Section 11 (1), (b) of the KCCA Act vests the power to convene and preside over meetings of the Authority only in the lord mayor.

However Namugwanya noted: "This implies that in the absence of the Lord Mayor, many fundamental activities of the capital city cannot be discharged and implemented."
