Tororo deputy mayor faces censure

The motion to censure Ajiambo was proposed by Paul Mugalu councilor representing Amagoro A parish and seconded by Mohammed Waniaye representing Kasoli parish

Tororo municipal councilors have mooted a censure motion against the deputy mayor Lillian Sylivia Ajiambo and the secretary for gender, education and health Zubeda Namukose respectively.

In a censure motion addressed to the mayor John Opio dated 18th may 2017 and signed by 13 councilors out of 21 councilors, the two members of the executive committee are accused of failure to exhibit exemplary leadership befitting their offices.

The motion to censure Ajiambo was proposed by Paul Mugalu councilor representing Amagoro A parish and seconded by Mohammed Waniaye representing Kasoli parish while Andrew Omuye representing Amagor B parish proposed the censure motion against Namukose as seconded by Patrick Olowo representing central parish.

‘'Your worship the mayor, part III- local government set up, in the local government act section 21 gives councilors the power to censure the executive member of the council; if the members are dissatisfied with the conduct or performance of the members of the executive committee.

It's therefore upon the above background that I move a vote of censure with the following reasons'' the motion said in part.

Mugalu in his motion accused Ajiambo of failure to exhibit exemplary leadership to befit the office of the deputy mayor, failed to play a unifying role and good reception to the honorable members as far as information and consultation are concerned hence using the public office as personal, lack of moral character that befits the office of deputy mayor thus demeaning the position in the society in Tororo municipal council and that the member has exhibited rudimentary and uncouth behaviors to the members of the council.

Similarly Omuye accused Namukose of failure to exercise maturity in her way of leadership which has created a very big gap between her sector department and members of the council, being incompetent in the sense that one year in council she has failed to know to work and coordinate with councilors and that the member has no moral character that befits the executive committee which is the highest organ of the council.

When contacted for comment the two members declined to comment on the matter saying they are consulting with their lawyers on the course of action.
