Budget preparation hit by delays

Many of the agencies and departments have failed to arrange their statements in accordance with the new system.

The process of preparing this year's budget has been hit by delays in the preparation of the ministerial policy statements by the various government agencies and departments.
 
The chairperson of the budget committee Amos Lugoloobi says that government changed the budget preparation system from output-based to program-based.

This was to allow for proper evaluation of the performance of the funds that are allocated to all the government agencies and departments.
 
However, Lugoloobi notes that many of the agencies and departments have failed to arrange their statements in accordance with this new system and some parliament committees have even been forced to throw out some of the statements that have so far been presented over errors.
 
He however adds that parliament is doing all that it can to ensure that the budget is ready come 31st May as it is stipulated within the law.
