The process must circumscribe the opportunity for eradicating poverty, disease and ignorance. It is perhaps because of this rationale that the economy of Uganda is considered ‘weak’.

The economic activities should practically aim at providing goods and services that enable human persons realise the highest worth of their dignity.

The inherent right of every person to participate in economic development correlates with the entitlement to the proportionate share equivalent in value to the contribution made to production of the fulfillment of intellectual, spiritual and material needs, but also ensuring equality and fairness.

The process must circumscribe the opportunity for eradicating poverty, disease and ignorance. It is perhaps because of this rationale that the economy of Uganda is considered ‘weak'.

The process of economic development becomes central to the determination of government's ability to better the living conditions of its people.

The inability of the Government to provide food to the drought stricken areas has led to the death of hundreds of people in the rural areas, lack of medicine in hospitals, compounded by the Aids scourge, corruption and poor infrastructural conditions are undoubtedly compromised the provision of health care to millions of people.

In education sector, the lack proper schools, equipment and poor salaries to teachers has constrained the learning opportunities for the majority of young people. Security matters have equally been affected. There are also crime incidents in the country  and intra- tribal conflicts.

Apart from delivery of services, economic conditions have affected the individual persons' ability to enjoy the full range of rights guaranteed by the constitution. Numerous accounts have shown how women and children take the greatest burden of poor economic conditions and do suffer discrimination in the allocation of resources.

The freedom to express ones views in society, to travel and learn new ideas and find opportunities, to communicate and participate in socially desirable process of change, to organise for the cause of the poor as well as for the common good of society at large is constrained by low income budgets where the impact of the economic performance has been felt mostly in the rural areas.
