The Government of Uganda received financing from the World Bank toward the cost of the Uganda Support to Municipal Infrastructure Development (USMID) Program and intends to apply part of the proceeds for consulting services to develop a proposal for USMID II. The USMID program aims at supporting Municipal infrastructure development and institutional capacity enhancement for the 14 participating Municipalities (Arua, Gulu, Lira, Soroti, Moroto, Mbale, Tororo, Jinja, Entebbe, Masaka, Mbarara, Kabale, Fort Portal and Hoima) and the MLHUD.

The consulting services ("the Services") include preparation of the necessary documentation for implementation of the proposed second phase of USMID (USMID II) complete with justification for funding. The assignment shall include among other things preparation and recommendation of the institutional framework under which the program will be implemented and identification and estimation of the cost of potential urban infrastructure sub-projects for each program Municipality that will be eligible for funding under the program.
