Kayihura said that there shall be no burning of tyres, firing of bullets on new year's day

Police boss, Gen. Kale Kayihura has said that they will arrest and punish all merrymakers at the beach who will be found to be 'indecent' during New Year celebrations.

"We shall punish people for indecent exposure at the beach. The penal Code Act allows us to do so. We shall first take photos as evidence and arrest the culprits," he said while addressing the media at the police headquarters in Naguru.

According to the law, indecent exposure is displaying one's genitals in public, causing others to be alarmed or offended

Kayihura said that in order to avoid a repeat of last year's beach death, they are going to deploy police divers at each swimming area.

He laid down regulations for the beach management which he said should be followed to the dot. These include;

·         Replace canoes with motor engine boats and professional drivers
·         Provide life jackets and enough divers
·         Prevent drunkards from swimming
·         Clearly demarcate swimming areas
·         Close swimming areas at six

On New Year fireworks, he said that people intending to blow them on New Year will have to first seek clearance from the police and inform all security agencies.

He said the display must be done under five minutes and it should not be near fuel refilling stations and inflammable equipment.

Kayihura said that there shall be no burning of tyres, firing of bullets and that all material to be used shall be investigated by the counter terrorism police.

He said that the police will be patrolling the city Centre, highways and borders to ensure that crime is kept at bay.

He asked people, especially merrymakers, proprietors of entertainment places and places of worship to be extra vigilant and strict since terrorism and other crimes come in many forms.
