"It’s really important that before we think of going to get big sums of money out there, we think about our country,” said Muyingo.

The state minister for higher education Dr. J C Muyingo wants beneficiaries of the students loan scheme bonded to ensure the taxpayers benefit from their funds.

While releasing the list of over 1,300 successful applicants for the year 2016/17, Muyingo said the beneficiaries should not be allowed to work outside Uganda for a specific period because they study at the expense of the government hence the need to serve Ugandans first as they pay back the loan.

"It's the tax payers who is investing in you and you should be prepared to serve him. I am also pushing for the bonding of these ones. It's really important that before we think of going to get big sums of money out there, we think about our country," said Muyingo.

Meanwhile, the chairperson of the Higher education financing board, Prof. Callistos Locheng, has asked the Government to increase the funds on the scheme because many needy students were left out.

Over 10,000 applied in the last three years and only 3,665 have benefited because of meagre resources.

Locheng said that they managed to distribute the loans equitably to all districts across the country except Amudat and Kaabong where they did not receive a single applicant.
