The Gulu district speaker has warned that the incoming speaker must adhere to the set standards of running council business to ensure effective service delivery.

Douglas Peter Okello, who is not taking up the office, said a speaker is like a referee who must be objective and nonpartisan to deliver.

He described his term of office under the chairmanship of Martin Ojara Mapenduzi as very successful because of the good working relationship both had.

Okello who has been voted as the best district speaker in the country for three years by ACODE, says he will now redirect his focus on the effective representation of his people of Lalogi Sub County as Omoro district begins operation in July.

Three councilors; NRM's Christopher Ateker from Awach Sub County, FDC's John Okwonga from Unyama Sub County and DP's Francesca Amony from Pece Division are vying for the speaker role.
