President Yoweri Museveni will launch his 2016 presidential election bid in Luwero, a  historical triangle where he pitched camp between 1981 to 1986, to launch the protracted bush guerrilla war struggle that brought the ruling NRM into power.


Speaking to journalists Tuesday, Ofwono Opondo, the party deputy spokesperson said the party will communicate the date at a later stage when Museveni will speak to supporters in Luwero.

“The President will launch the 2016 campaigns in Luwero,” he said.

However, what is clear is that Museveni will on November 5 launch the NRM manifesto. The president will be nominated by the National Independent Electoral Commission on November 3 and thereafter address a public rally at Kololo Independence grounds.

Ofwono also said that the delegates’ conference for special interest groups (women, youth, PWDs, elders and veterans), which was supposed to take place on October 29 had been postponed to October 30 at Mandela National stadium, Namboole.

However, these special organs and leagues delegates are expected to report on October 29 for accreditation at Kololo Independence grounds.

Ofwono said that the grand reason behind the postponement is to give Museveni, who yesterday left the country for a three- day working visit in India, chance to address the delegates.

“Delegates shall report at 8am and will be addressed by the NRM national chairperson, H.E. YK Museveni, and hereafter in the afternoon proceed to elect their respective leaders.  The league with representation in parliament will also elect their parliamentary flag bearers on that day [October 30],” he said.

Yesterday Ofwono said that the dates for the National delegates’ conference have not changed.

“The conference opens on November 1 and concludes on November 2 with the election of regional vice chairpersons, and the presidential flag bearer for NRM for the 2016 elections,” he said.

According to the national conference roadmap, over 15, 000 delegates are expected to attend the conference.

During the national conference, Museveni will give a keynote address and the secretary general Justine Kasule Lumumba will also read her report to party delegates.

The unopposed officials--Museveni (party chairman and flag bearer), Moses Kigongo (first national vice chairman), Rebecca Kadaga (second national vice chairperson) and Maj. Gen. Matayo Kyaligonza (vice chairperson for western region)—will also be announced.
