Education Ministry urged on regular teacher appraisal

The ministry of Education, Science, Technology and Sports has been urged to carry out regular appraisals of teachers in a bid to improve the standard of education in the country, said Fagil Mandy, former Uganda National Examination Board (UNEB) chairman

The ministry of Education, Science, Technology and Sports has been urged to carry out regular appraisals of teachers in a bid to improve the standard of education in the country, said Fagil Mandy, former Uganda National Examination Board (UNEB) chairman.


Speaking during the celebration of 30 years of AVSI in Uganda at Luigi Giussani High School in Kireka, a Kampala suburb, Mandy said appraisals influences school decisions about professional learning and development.

"If the ministry adopts the policy of carrying out regular appraisals in schools I believe this will help in improving the standard of education in our country," he noted

He also pointed out that the Ministry of education should to evaluate the implementation of the White Paper and strengthen the inspectorate, management committees and boards of governors to improve standards of education.

A White Paper is an authoritative or guide informing readers in a concise manner about a complex issue and presenting the issue body's philosophy on the matter. It is meant to help readers understand an issue, solve problem or make decision.

Mandy, also asked the Ministry to provide home curriculum to ensure that men play their roles as fathers in providing their children quality education. He stated that most fathers do not spare time in nurturing their children which affects the quality of their education.

"Now days men have moved out of parenting and left it to mothers and housemaids, I strongly believe that if government starts tasking men who fail to play their roles, this will greatly improve on the quality of education, " he noted

Prof Robbison Nsumba-Lyanzi, Commissioner, Private Schools and Institutions, Ministry of Education, Science, Technology and Sports added that quality teachers are critical for any education system.

"It is professionally agreed that the quality of the education system is only as good as the quality of its teachers," emphasized

Lyanzi added that the ministry has implemented various interventions to improve teacher quality through the Secondary, Science and Mathematics teachers (SESEMAT)  programme, where thousands of teachers have under gone in service training in learner-centered, practical and interactive approaches which will improve the ability and skills of teachers to make the learning of science and mathematics in particular interesting and less frightening.

Augustine Omare- Okurut, Secretary General at Uganda National Commission, UNESCO warned parents against taking their children in boarding schools at nursery levels saying they miss out parental love and care.

"You need to stop the habit of taking children to boarding section because such children miss out parental love and guidance which is very crucial as far as studies are concerned. At that level of education a child should go through a day section and needs close monitoring of parents," Okurut stressed

He added that when schools, parents, families and communities work together to support learning, students tend to earn higher grades, attend schools regularly, and enroll in higher level programs
