Gadenya vows to make judiciary 'user-friendly'

KAMPALA - Newly appointed Chief Registrar Paul Wolimbwa Gadenya has vowed to demystify the courts of judicature by making the whole judiciary user-friendly for all.

Gadenya, who has an extensive experience as an administrator, talked of his determination to improve work within the judiciary.

He said: “During my tenure of office . . . as an administrator, I am determined to work hard to see that the judiciary reaches out to the “wanainchi” [citizens] and ensure that they only see the judiciary as their only arbiter of choice.”

He was made this vow on Friday upon receiving instruments of power that included two seals and a stamp pad for his new office from his predecessor Asaph Ntengye Ruhinda.

Ruhinda had been the acting Chief Registrar for over one-and-a-half years, and was recently appointed to head the revived Industrial Court as its Chief Judge.

His successor Gadenya has been the technical advisor of Justice Law and Order Sector (JLOS) institutions in the ministry of justice.

Now that he has taken charge, he hopes that his efforts to make the judiciary user-friendly for the common people will restore its [judiciary’s] glory and enhance their [people’s] confidence and trust in Uganda’s justice system.

Gadenya also requested the acting Chief Justice, who is also the acting Deputy Chief Justice, Steven Kavuma, to create a “customer-care” centre to handle the court users who would seek for help.

Congratulating Gadenya and Ruhinda upon attaining their new offices, Kavuma, who presided over the function held at the High Court in Kampala, expressed confidence in the two men as capable people who would deliver in their new positions.

Kavuma hailed Gadenya for what he called a job well done at the JLOS Secretariat as senior technical advisor, and also for promoting good relationship between the institutions and the Judiciary.

He also congratulated Ruhinda upon being appointed Chief Judge of the Industrial Court and hoped that with the 26 years’ experience as a judicial officer, he would defeat all odds and ably rejuvenate the court that has been in limbo for quite long.

The Chief Registrar is a technical executive officer of the judiciary who reports to the Chief Justice with a relationship with Deputy Chief Justice and the Principal Judge.

He provides technical guidance and supervises all courts and registries including registrars, deputies, assistant registrars, Chief Magistrates and all other magistrates apart from formulating policies, systems and procedures for effective and efficient administration of justice and other duties.
