The two- decade insurgency in northern Uganda resulted into a humanitarian catastrophe that required urgent attention. It is estimated that at the peak of the conflict, 1.8 million people were displaced in camps while scores lost their lives; women and girls were raped and defiled while many children were taken as child fighters.

In the former camps, people lived under squalid and life-threatening conditions with no access to most basic needs such as education, health and food.

The population survived on meagre and sometimes unreliable humanitarian hand-outs. At that time, 80 per cent of the IDP camps were inaccessible. More than 25,000 children below 15 years were kidnapped and forcefully conscripted in to the ranks of the warring factions.
