Bukanga by-election to cost sh381m

While issuing the by-election programme at EC head offices in Kampala Tuesday, the Commission’s boss, Eng Dr. Badru Kiggundu said the polling will also involve filling the positions for councillors at Local Government council levels in Bukanga.

The Electoral Commission has set November 26 as the polling date for Bukanga County by-election in Isingiro district.

The seat fell vacant following the sudden death the area MP, Gregory Mutovu.

While issuing the by-election programme at EC head offices in Kampala Tuesday, the Commission’s boss, Eng Dr. Badru Kiggundu said the polling will also involve filling the positions for councillors at Local Government council levels in Bukanga.

The positions include the district Woman councilor for Endinzi Sub County, directly elected and Woman councillor for Endinzi Parish, and a directly elected councillor for Rwanjogyera Parish.

According to the programme, nominations of candidates will be conducted on November 5 and 6 at the district headquarters; inspection of nomination papers and lodging of complaints by voters will run from November 6 -11,  while campaigns are to run from November 8 - 24.

Bukanga County has a total of 61,001 registered voters and 135 polling stations. Kuggundu said the update of the voters’ register will take place in all parishes from October 17 - 23.

EC secretary Sam Rwokojo said the entire exercise is cost over sh381m.

They have also issued the programme for the election of four representatives of professional bodies at the Kampala Capital City Authority (KCCA).  

The four slots include; Uganda Institution of Professional Engineers, Uganda Society of Architects, Uganda Medical Association and Uganda Law Society.

This follows a petition by Paul Tusibira, a lawyer and member of Uganda Law Society, seeking Parliament to write to EC to conduct elections of four councillors representing the professional bodies.

In his petition dated September 25, Tusubira noted that the Act establishing Kampala Capital City Authority provides for councillors representing the four bodies.

Kiggundu said they have already approved the programme for the election of the representatives as required. He said nominations, campaigns and polling will all take place on November 15.

The compilation of electoral colleges registers will be conducted from October 7- 8, while the display of the electoral college registers will be conducted between October 14 - November 4, at the office of the returning officer for Kampala and the offices of the professional bodies.

Kiggundu said the election shall be by secret ballot using the respective electoral colleges.

The electoral colleges shall consist of the voting members of the prescribed body and shall be members of the Governing Council of Executive Committee.
