IGG wants construction firm blacklisted over forgery

The IGG asks the PPDA to blacklist a private construction firm whose staff were found with forged academic transcripts.

The Inspector General of Government (IGG) has asked the Public Procurement and Disposal of Public Assets Authority (PPDA) to blacklist M/S Lamba Enterprises Ltd, a private construction firm whose staff were found in possession of forged academic transcripts.


“By copy of this report, the Executive Director PPDA is asked to blacklist M/S Lamba Enterprises Ltd and/or take other action as appropriate,” reads a June 24, 2015 letter signed by deputy IGG Mariam Wangadya.

Wangadya explained that investigations by the inspectorate established that the firm won a contract for construction of 16 classroom blocks and other facilities at Bukooli College School in Bugiri district on the basis of forged documents.

According to the report,  sh3, 838,722,864 contract was awarded by the school’s contracts committee during their meeting on April 24, 2012, under minute No. 18/BC/CC/2012 while the completed work was handed over on March 17, 2015.

The report adds that according to the bid documents that were presented, Obey Christopher signed as the chairman and Mukiibi Samson as project manager of M/S Lamba Enterprises Ltd.

“On scrutiny of the said bid documents, however, it was established that Mr. Mukiibi presented a forged degree certificate in civil engineering which was incorporated in the bid documents submitted for the purpose of competing for the tender in question,” the IGG wrote.

She added that Norah Nakintu whose position was foreman (carpentry and joinery) in the company presented a forged diploma in civil engineering while Okuni Nathan Aisu also a foreman (furnishing) had a forged ordinary diploma in civil engineering.

“The purpose of this letter, therefore, is to communicate to you our findings and ask you to carry out further investigations into the matter with a view to prosecuting the culprits,” Wangadya said

The letter was addressed to the district CID officer Bugiri central police station and copied to the executive director PPDA, Bugiri LC 5 chairman, resident district commissioner and chief administrative officer (CAO).

She asked the officials concerned to inform the inspectorate of the action taken within sixty days from the date of receipt of the report.

Meanwhile, Wangadya in a separate report released on June 15, 2015, asked the Namayingo CAO to submit Lubanga Abu to the district service commission so that his appointment as a ‘Plant Operator’ is revoked.

She also directed the OC CID Namayingo to further investigate Lubanga for forgery and uttering false academic documents.

Wangadya noted that Lubanga was appointed to the position in May, 2013 after presenting a forged O’level certificate to the commission.

She said a Uganda Certificate of Education (Index Number U0067/067) for the year 1991 retrieved from Lubanga’s personnel file indicated that he studied at Nkoma SS for his O’level.

She however added that when the same certificate was referred to the headmaster of Nkoma SS for verification, it was found that in 1991, candidate with Index Number U0067/067 was Gutaka Andrew Bro.

“Mr. Lubanga joined Nkoma SS upon completion of primary education level but dropped out and did not complete his O’level at this school,” Wangadya said.
