THE Inspector of Schools Buyaga East in Kibaale District, Emmanuel Byarugaba, has vowed to cause the arrest of any head teacher and teachers who caught abetting cheating for P7 candidates in the ongoing mock exams.

Byarugaba told New Vision that some head teachers are fond of assisting candidates to cheat exams an act which he says is against professional ethics and code of conduct.

‘’I have been getting information about some head teachers who pass information about the contents of mock examination papers before candidates sit for the papers. This habit should stop! If I receive any information about any teacher or head teacher aiding candidates with mock exams, I will ensure that culprits are arrested and prosecuted in courts of law’’, warned Byarugaba.

Byarugaba further said the cause of many failures of primary seven candidates in Kibaale District is partly attributed to some teachers who abscond from duty and some others being perpetual drunkards in addition to gross absenteeism. He added that cheating aided by some teachers mainly in mock exams is a habit that is cropping up which should stop forth with.

‘’I will this time round cause arrest of anybody who will indulge in this unprofessional conduct. I am tired of receiving reports about this habit. Why can’t you leave candidates to sit mock papers on their own?’’

he asked.

The exams began on Thursday with mathematics in the morning and Social studies in the evening while Science and English will be done on Friday this week.

The district inspector also cautioned teachers fond of absenting themselves from duty and said they risk losing their jobs and will be interdicted by the district service or prosecuted in courts of law.

‘’The cause of failures at primary schools in Kibaale especially in writing and reading is gross absenteeism by some teachers. This time round I will ensure perpetrators are disciplined in accordance to the law’’, he said.

John Kyabona the District Education Officer (DEO) Kibaale urged parents to provide the necessary scholastic materials like mathematical sets, pens, graph books, pencils and packed food to ensure good learning and teaching environment. Kyabona advised teachers to follow professional code of conduct so as not to get caught in the trap of unprofessionalism.

'Let us work together and ensure the current generation is groomed into responsible citizens with good morals and patriotism', said Kyaboona.

Robert Mutungi, the Kibaale District deputy Chief Administrative Officer (CAO) said he will carry out impromptu supervision on all civil servants in the district to expel those with absenteeism reports and poor conduct at work.

Mutugyi says he has received concern from the community that even some health workers absentee themselves from duty while others are rude to patients.

“This regular absenteeism and failure to give reports to their superiors hence hindering development and the government programs will not be tolerated in this district” said Mutungi.

He adds that civil servants are also involved in land related fights, alcoholism, smoking and other ill behaviors, a factor he attributes to the backwardness of the district.

“When you ask about Kibaale in the central region, you will be told that her inhabitants are drunkards, fight for land, witch doctors and irresponsible citizens. I want change during my term of office in this district”, he said.

Mutungi was on Wednesday addressing a stakeholders’ meeting at Kibaale Resort Hotel organized by the office of the Kibaale District Health Department.
