The secretary general of the ruling NRM party Justine Kasule Lumumba has said that the role of appointing registrars to conduct the on-going mass registration exercise is a mandate of her office.
Lumumba has also warned party officials that are appointing registrars in various districts to stop the exercise.
Rogers Mulidwa, the head of communication and public relations at the NRM secretariat said yesterday that Lumumba will be naming party registrars during zonal registration conferences conducted in districts.
“The role of appointing registrars is a mandate of the secretary general. No one else is mandated to execute this duty,” he said.
Mulidwa said that the mass enrollment and registration exercise, which President Yoweri Museveni launched on April 28 at Kaunda Grounds in Gulu, is currently being conducted in the North, West Nile and Karamoja region.
“The secretary general wanted to make it clear that no one should carry out registration of members before zonal conferences are conducted in regions or districts,” he said.
Lumumba has also met delegations of NRM leaders from districts of Buikwe, Bukomansimbi, Lwengo, Kalungu and Lamwo to among other things iron out the differences between party leaders.
These meeting were conducted at the secretariat, Plot 10 Kyandondo.
On the issue of the sh3b budget for posh vehicles, Mulidwa said that the money will purchase all vehicles of the secretariat staff to help them mobilise.
“We have to completely do away with the old culture of leadership where party leaders supervised the party from Kampala to more upcountry interaction with the supporters. So, the secretary general and her staff need vehicles to enable them traverse villages,” he said.
On April 14, Lumumba launched the party roadmap for the 2016 general elections, setting key dates for registration of members, internal campaigns and primaries.
According to the roadmap, compilation and display of the register will run from May 18 to July 12. The process will provide a new register or yellow book for NRM party members.
