Replacing Mallinga: By-election for June 6

The by-election for Butebo county seat in Pallisa district is set for June 6, the Electoral Commission (EC) says.

The by-election for Butebo county seat in Pallisa district is set for June 6, 2013 according to the programme released by the Electoral Commission (EC).

The seat fell vacant early this month on April 11, following the death of the area MP and Minister of Disaster Preparedness, Dr. Stephen Oscar Mallinga.

Addressing journalists at the EC headquarters in Kampala on Monday, the EC chairperson, Eng. Badru Kiggundu said the nomination of candidates shall be conducted on May 13 and 14 at the designated venues in the district.

The nomination will be followed by campaigns to be held for a period of 20 days from May 16 to June 4.

The update of voter’s register will be conducted from April 26 to May 2, including weekends, while the display of voters’ register for the county will be done between May 13 to 22.

Kiggundu said the display of the register will be done at all polling stations.

He called on voters to turn up in large numbers and cross-check their particulars – confirm that photographs appear against the correct names.

Voters have been urged to report to the display officer about the dead, non-citizens, under-aged and those who belong to another parish, so that they are removed.

Lists of persons recommended for deletion from the register will be displayed for six days from May 24 to 29 at the parish headquarters.

Election observers will be accredited from April 29 to May 17.

Interested political parties, individuals, organizations and institutions have been advised to submit their applications with two passport-size photos to the office of the EC chairperson or the district returning officer.

The EC chief said political parties and independent candidates shall be permitted to deploy five observers per sub-county and five persons at the tally center.

His warning was as clear as it was crisp: No fundraising activities and hate language shall be allowed in the race, which is aimed at creating an equal ground for all intending candidates in the race. 

“Those found to be contravening the law shall be dealt with accordingly. Even those who will be found engaging in election-related activities in disguise of an observer without due accreditation will be prosecuted in accordance with the law,” Kiggundu outlined.

EC said that the entire election exercise is to cost sh469m.
