USF President appointed to FINA Bureau

Uganda Swimming Federation president Dr. Don Rukare has been appointed as a member of the FINA Bureau ahead of the 12th FINA World Swimming Championships due December 3-7 in Doha.

Uganda Swimming Federation president, Dr. Don Rukare has been appointed as a member of the FINA Bureau ahead of the 12th FINA World Swimming Championships due December 3-7 in Doha.


Rukare who is also Vice President of CANA, President CANA Zone III and Member of the FINA Masters Committee, was elected at the start of an intense two-week period of activities for FINA in Doha under the chairmanship of FINA President Dr. Julio C. Maglione.

He becomes the first Ugandan to be appointed to the FINA Bureau.

Rukare replaces Lino Lourenço (Angola), who passed on in May 2014. Other Bureau Members from Africa are Dr. Sam Ramsamy (RSA), Dr. Mohamed Diop (Senegal), Mr. Ben Ekumbo (Kenya) and Honorary Member, Chief Olantokunbo Thomas (Nigeria).

According to USF secretary Moses Mwase, Rukare’s appointment is a vote of confidence and confirms that the future of the sport is promising.

The Bureau consists of 22 members elected by the General Congress, without vote, including the President, five Vice Presidents (one per continent), the Honorary Secretary, the Honorary Treasurer and 16 additional members. All are from different countries or “Sport Countries”.

The Bureau is responsible for discussing and making decisions on all matters assigned by them by the General and Technical Congresses.

Moreover and among other things, Bureau members interpret and enforce the Rule of FINA, they submit proposals to the Congress, they attribute FINA awards, they determine the dates and locations of World Championships and other FINA events, they organise and control all competitions for FINA’s five aquatic disciplines at the Olympic Games, Youth Olympic Games, World Championships and other FINA competitions, they instruct FINA Committees and manage their activities.
