President Yoweri Museveni has commissioned the Civil service College of Uganda (CSCU) in Jinja. It''s located on Kissinger Road in Jinja town.

President Yoweri Museveni has commissioned the Civil service College of Uganda (CSCU) in Jinja.

It's located on Kissinger Road in Jinja town.


The commissioning of the building is held under the theme: "Skills development for an effective public service: A key driver for social-economic transformation."


The state of art building has administration block, boardroom, conference facilities and teleconference room. It was funded by World Bank to a tune of sh8.8b for the first phase while the second phase will cost sh40b to accommodate over 300 public officers as residents.

The college was established in 2010, a brain child of Museveni, under the ministry of public service as an in house training centre for civil servants to enhance performance.


According to the state of minister of public service, Sezi Mbaguta the training would enable civil servants to deliver smarter fast and more cost effective services and spur innovation.


She said the college will focus on reshaping the public service value systems; common ethos, ethics, accountability and promoting public officers who are loyal to the country.


The magnificent building is now complete and is already being used to train the second bunch public officers.

According to Enock Mutambi, the acting director of the college, over 3,000 public officers have been trained since its establishment.


These include permanent secretaries, commissioners, undersecretaries, directors, senior managers, chief administrative officers, resident district commissioners, town clerks, mayors and newly recruited public officers.


The college has created a room for thinking where public officers can go and sit to brainstorm ideas to improve service delivery in the country and lives of Ugandans.


The think room dubbed innovation room sets suitable ambiance for civil servants to engage in searching for solutions for poor service delivery in health, education, agriculture and roads sectors.


According to Frederick Anyine, programme manager in charge of leadership development at the College innovation room is ideal for designing solutions for the country.


He cited Canada, Malaysia and Singapore as countries that have put such facilities in place to generate ideas to develop their countries.
