Issuance of National IDs to start at parish level

The issuance of National Identity cards (IDs) will start at the Parish level countrywide. This is a revision of the initial project strategy to start issuing the IDs at Sub-Counties.


Government has also resolved to begin with mass issuance, instead of starting the exercise by dispatching the IDs in smaller numbers, as earlier projected.

Speaking to New Vision, Paul Bukenya the National ID Project’s Assistant Manager for Communications said the move aims at ensuring that more Ugandans can acquire their IDs at start of issuance.

He added that the decision to start with mass issuance is informed by lessons learnt during mass enrolment that established that mass issuance would be more efficient and cost effective. 

The initial project strategy had envisioned issuance of IDs in smaller quantities starting September.

Bukenya however, did not reveal when the issuance would commence, adding that it would soon be announced by internal affairs minister, Gen Aronda Nyakairima.

He said, “We will start soon.”

Bukenya said government has already printed enough IDs to kick off the mass issuance exercise. Also, the data processing and verification continues at Kololo Independence Grounds.

In preparation for the mass issuance of IDs, Bukenya said government is developing software to ease the exercise.

“We are training the trainers of trainers who will form the core team for the issuance of the IDs. We want to ensure that the process of issuing the IDs will be effective and efficient,” stated Bukenya.

In August, the ID registration process shifted from mass enrollment to continuous registration, effectively bringing the registration exercise at the parish levels throughout the country to an end.

With continuous registration, the exercise is now carried out at Sub County levels throughout the country and that is where anyone who has not registered to date should now register.

Haji Abdul Nsubuga, the project manager of the National Information Security Strategy recently said, by August, 14.1 million Ugandans had registered at parish level, translating into a 77 percent success rate, leaving a balance of 3.9m unregistered Ugandans.

“We hope to register the remaining 3.9 million people during the continuous registration exercise at the Sub Counties,” Nsubuga said in August.

The six months continuous registration exercise runs from August 12 to February 27, 2015. Government had projected to register 18 million Ugandans aged 16 years and above for the national ID.
