Kabale District Local Government has allocated /received funds from PAF, PHC, ,LGSMD, NAADS and Local Revenue and intends to apply part of the proceeds of these funds towards the cost of the under listed works, supplies and services in the F/Y2012/ 2013.

Kabale District Local Government has allocated /received funds from PAF, PHC, ,LGSMD, NAADS and Local Revenue and intends to apply part of the proceeds of these funds towards the cost of the under listed works, supplies and services in the F/Y2012/ 2013.  

Kabale District Local Government now invites suitably competent firms, organizations and individuals to bid for the provision of the works, supplies and services listed below.

OPEN BIDDING:

1. KABA512/works/12-13/00001 Partial Completion of General Ward at Bwama HCII in Kabale District.

2. KABA512/ works /12-13/00002 Construction of 6M3 Household Ferro cement Tanks in Bubare, Hamurwa, Maziba, Nyamweru, Kitumba and Kyanamira Subcounties.

3. KABA512/ works /12-13/00003 Construction of a five stance Water Borne Toilet For Muhanga Central Ward –Muhanga TownCouncil.

4. KABA512/ Supls/12-13/00001 Supply of 1,609 Iron Sheets Galvanized for Primary Schools

5. KABA512/ Supls /12-13/00002 Supply 750,000 of Tea Plantlets.

6. Supply of Fertlizers (CAN333) 16,660 Kgs, (SSP363)16,666Kgs, NPK (715) 35,714Kgs.

7. KABA512/ Supls /12-13/00003 Supply of Herbicides (Glyphosate) 1,333Kgs.

ALL BIDDERS ARE REQUIRED TO BUY AND FILL THE STANDARD BID DOCUMENT OTHER FORMS APPLICATIONS WILL BE AUTOMATICALLY REJECTED.

TERMS AND CONDITIONS OF BIDDING (please read this carefully).

1. All bidders must pay a non refundable fee to Kabale District Local Government General Account No. 0145018427600 in the Crane Bank-Kabale Branch. Bidders must present the bank pay in slip to the cashier Kabale District Treasury Office to obtain a general receipt to be submitted to the procurement and disposal unit in order to be issued the bidding document.

2. Non-refundable fees is Fifty Thousand Shillings (50,000)

3. Bid documents should be obtained from Procurement and Disposal Unit during working hours from 8:00 am -5:00 pm. Bidding will be conducted in accordance with the open bidding; a procedure contained in the Local Government’s Public Procurement and Disposal of Public Assets Act, 2003 and is open to all competent firms.

4. All intending bidders must enclose the following in the bid documents;

(i) Certified copy of current Trading License (2012)

(ii) Evidence of past performance/ letters of recommendation

(iii) Price quotations.

(iv) Personnel employed by the firm, curriculum vitae and experience in related field

(v) Clear address

(vi) A statement that a bidder has no conflict of interest

(vii) Originals/Certified copies of Income Tax clearance Certificate addressed to the secretary Contracts Committee Kabale District. (Where applicable)

(viii) Copy of Certificate of Registration/Incorporation (Where applicable).

(ix) Audited books of accounts for the last three years from a certified audit firm (Where applicable).

(x) Copy of certified Current bank statement. (2012)

(xi) Evidence of adequacy of working capital (access to line(s) of credit.

(xii) Copy of Memorandum and Articles of Association/ its equivalent. (Where applicable)

(xiii) Powers of Attorney registered by the Registrar of companies. (Where applicable)

(xiv) Authority to seek references from the bidder’s bankers

(xv) A declaration that a bidder is not under suspension by PPDA/ Information regarding any litigation, current or during the last two years and any other document(s) spelt in the bid document.

(xvii) Pre-qualified firms with PPDA have an added advantage.

(xvii) Companies, firms and Individuals with pending works/Orders with Kabale District Local Government will not be considered

5. Any attempt to corrupt for a contract will attract automatic disqualification.

6. All bids upon submission must be recorded and signed for by the bidder/ agent and placed in the bid box that shall be placed in the District Procurement and Disposal Office at the District Headquarters.

7. All items should be bided for separately.

8. The bids, one original and two copies must be properly sealed in envelopes and clearly marked tender / short listing document for ……………………………and should be addressed to The Secretary Contracts Committee, Kabale District Local Government, P.O. Box 5, Kabale.

And should reach him not later than 23rd January, 2013 at 11:00am after which the bids will be opened in the District Lukiiko Hall in the presence of bidders or their representatives who may wish to attend at exactly 11:30am.

9. The bid documents must be numbered starting from the fi rst page to the last page with indelible ink and the contents of the original document must be the same as the contents of the photocopies.

10. Late bid submissions shall be automatically rejected.

11. The Contracts committee is not bound to accept the lowest or highest bidder or any bid. The planned procurement schedule (subject to changes) is as follows:
