The Management and Staff of NEMA wish to congratulate H.E The President of the Republic of Uganda, and all Ugandans on the occasion to mark 50 years of Independence.

On the occasion when Uganda celebrates her 50th independence anniversary, NEMA which is mandated to coordinate all environment issues would like to recommit it’s self to the vision of ensuring that all Ugandans live in a clean healthy environment.

POLICY, LEGAL AND INSTITUTIONAL FRAMEWORK:

The National Environment Act establishes NEMA as the Principle Agency for Environment management in Uganda. However, the Act requires NEMA in executing its core functions to work with Lead Agencies and districts.

The Lead Agencies (LA) refers to Ministries and other central government specialised institutions. Many times, failure of the Lead agencies to do their routine functions is blamed on and taken as afailure of NEMA. What is now well established is that the budget allocation is very minimal and not commensurate to the work levels for it.

This is further compounded by the low human resource capacity. However the environmental problems and their adverse impacts are on the increase. The responsible departments, agencies and local governments are continuously underfunded coupled with the dwindling support from the development partners. Click for more
