The Criminal Investigations Director and her team of detectives yesterday briefed the Director of Public prosecutions (DPP) about the alleged FINANCIAL MISMANAGEMENT case involving the Principal Accountant in the Prime Minister’s office, Geoffrey Kazinda.
The CID Director, Grace Akullo could not give a definite day for any possible charging of Kazinda and his co accused, but said it will be done anytime but soon.
Kazinda and several of his colleagues at his office were implicated in the loss of monies in the Prime Minister’s office under unclear circumstances.
On Tuesday, Police re-arrested two cashiers, an accountant and another official in the Prime Minister’s office as investigations into the fraud continued. Those re-arrested are Arthur Amanyire, an accountant, cashiers Isaiah Ounyo and Musiiho Byekwaso and Beatrice Kezaabu, another official in the transport section.
The four joined Kazinda, his office attendant and Charles Oyuchi, his driver who had been arrested earlier.
According to sources, the officials will be charged with abuse of office, causing financial loss, conspiracy to defraud and forgery. Exhibits in this case include documents recovered from Kazinda’s residence.
Kazinda was arrested last month after police raided his home in a Bukoto suburb after he failed to report to office for a month, as he reportedly tried to resist transfer.
Detectives also searched his second home in Entebbe and reportedly seized pre-signed payment vouchers and other documents purportedly bearing the signature of the Permanent Secretary, Pius Bigirimana. Kazinda was forced to hand over office to Kenneth Mugumya.
Kazinda’s woes started when the Permanent Secretary in the Office of the Prime Minister, Pius Bigirimana informed the Inspector General of Police about Kazinda’s disappearance. Bigirimaana reportedly had wanted to make a handover report and avail documents for accountability purposes.
