THE Secretary to the treasury Keith Muhakanizi has promised that all salary arrears for civil servants will be paid by September.

Muhakanizi made the remarks on Thursday while making a presentation during a conference between MPs, heads of accountability bodies and accounting officers.

“If salary arrears are not paid by September, then call me a liar,” Muhakanizi said while responding to Kalungu West MP Joseph Ssewungu who challenged him that he had previously made a similar promise to pay all arrears by June.

“For me I stopped teaching in 2006, but up to now my salary arrears have never been paid. Government keeps giving empty promises to our civil servants,” Ssewungu said.

For about a year, various civil servants have missed their monthly salaries which government officials attribute to ongoing changes in the salary payment system. 

Public Service minister Henry Kajura recently explained to parliament that the anomalies in salary payment resulted from the transfer of the responsibility to pay salaries from his ministry to the ministry of finance.  

Muhakazi assured the MPs that having decentralized salary payment to the various spending agencies, irregularities in salary payment would no longer happen.
