INVITATION NOTICE FOR BIDDING AND PRE-QUALIFICATION FY: 2012/2013

BID NOTICE NO: 001

Kabale District Local Government is in the process of soliciting for service providers for F/Y2012/ 2013. Applications are invited from competent firms, companies and individuals for   Pre-qualification, award of frame work contracts and contracts for revenue collection management for Financial Year 2012/ 2013.

 ITEMS FOR PRE QUALIFICATION

LOT A: WORKS:

1. KABA 512/WRKS/12-13/00001 General construction of buildings, eco-san/ VIP latrines, Placenta pits and renovations.

2. KABA 512/WRKS/12-13/00002 Construction of gravity flow schemes.

3. KABA 512/WRKS/12-13/00003 Protection of water springs/ construction of shallow wells.

4. KABA 512/WRKS/12-13/00004 Rehabilitation of boreholes.

5. KABA 512/WRKS/12-13/00005 Construction of bridges, Periodic maintenance and rehabilitation of roads.

6. KABA 512/WRKS/10-11/00006 Construction of Ferro-cement water tanks/ installation of HDPE plastic tanks.

LOT B: SUPPLIES

1. KABA512/SUPLS/12-13/00001 General office stationery, consumables and fittings.

2. KABA512/SUPLS/12-13/00002 Computers, photocopiers, office equipment, consumables and accessories, fax machine and video cameras, Digital Camera.

3. KABA512/SUPLS/12-13/00003 Fuel, Lubricants and servicing of vehicles.

4. KABA512/SUPLS/12-13/00004 School Furniture.

10. KABA512/SUPLS/12-13/000010 Hospital accessories (  Hospital Mattresses, Beds, and all Aassistive devices for PWDS like   wheel chairs  Craches  ,White Cane etc.

(f). Revenue collection from Katuna Ecosan Toilet. 150,000/= per month

NOTE: 

Supply of fuel, stationery and photocopying services will be awarded framework contracts.

Other prequalified firms/individuals will get contracts in form of supply orders and request for quotations and bidding.

ALL BIDDERS ARE REQUIRED TO BUY AND FILL THE STANDARD BID DOCUMENT. OTHER FORMS OF APPLICATIONS WILL BE AUTOMATICALLY REJECTED.

TERMS AND CONDITIONS OF BIDDING (please read this carefully).

1. All bidders must pay a non refundable fee to Kabale District Local Government General Account No. 0145018427600 in the Crane Bank-Kabale Branch. Bidders must present the bank pay in slip to the cashier Kabale District Treasury Office to obtain a general receipt to be submitted to the procurement and disposal unit in order to be issued the bidding document.

2. Summary of non-refundable fees.

Lot A: All items =100,000/=

Lot B: All Items= 100,000/=

Lot C: Item ITEM 1-12=100,000/=

          Item 13 (Markets Grade A =50,000/=, Grade B =30,000/=, Grade C= 20,000/=      

Lot D: Other revenue collection centres.= 50,000/= with exception of  D(f) and (e)

 

3. Bid documents should be obtained from Procurement and Disposal Unit during working hours from 8:00 am -5:00pm. Bidding will be conducted in accordance with the open bidding; a procedure contained in the Local Government’s Public Procurement and Disposal of Public Assets Act, 2003 and is open to all bidders.

4. All intending bidders for LOT A, B and C 1-11 must enclose the following in the bid documents;

(i) Certified copy of current Trading License (2012)

(ii) Evidence of past performance/ letters of recommendation 

(iii) Clear address

 (iv) Personnel employed by the firm, curriculum vitae and experience in related field

 (v)  A declaration that a bidder is not under suspension by PPDA/Information regarding any litigation, current or during the last two years and any other document(s) spelt in the bid document.

(vi)  A statement that a bidder has no conflict of interest

(vii) Originals/Certified copies of Income Tax clearance Certificate addressed to the secretary Contracts Committee Kabale District.

(viii) Copy of Certificate of Registration/Incorporation (Where applicable).

(ix) Copy of Memorandum and Articles of Association/ Partnership deed.

(x) Copy of certified Current bank statement. (2012)

(xi) Powers of Attorney registered by the Registrar of companies.

(xii) Names and Passport photographs of Directors of the business. (Where applicable).

(xiii) Authority to seek references from the bidder’s bankers

(xiv) Pre-qualified firms with PPDA have an added advantage.

5. All intending bidders for Grade C-12 must enclose the following in the bid documents;

(i) Price list quotations

(ii) Personnel employed by the bidder and experience in related field

(iii) Clear address

(iv) Names and Passport photographs of Directors of the business. 

(v) Certified copy of current Trading License (2012) where applicable.

(vi) Evidence of past performance

(vii) Letters of recommendation from either the chair man LCI or the Sub county Chief/ Town clerk.

(vii)       Groups, Registered Associations and sitting tenants will be accorded first priority.

6.  Any attempt to corrupt for a contract will attract automatic disqualification.

7.  All bids upon submission must be recorded and signed for by the bidder/ agent and placed in the bid box that shall be placed in the District Procurement and Disposal Office at the District Headquarters.

8. All items should be bided for separately.

9. The bids, one original and two copies must be properly sealed in envelopes and clearly marked tender / short listing document for ……………………………and should be addressed to

And should reach him not later than THURSDAY 19th July, 2012 at 10:00am after which the bids will be opened in the District Lukiiko Hall in the presence of bidders or their representatives who may wish to attend at exactly 11:00am.

Pre-bid meeting will be held on 06/07/2012 in the District Lukiiko Hall starting from 10:00am.

10. The bid documents must be numbered starting from the first page to the last page with indelible ink and the contents of the original document must be the same as the contents of the photocopies.

11. Late bid submissions shall be automatically rejected.

12. The Contracts committee is not bound to accept the lowest or highest bidder or any bid.
