Parliament appointments committee convenes today to vet new Inspector General of Government.

The Parliament appointments committee convenes today (Tuesday) to vet Inspector General of Government   (IGG) nominee.

President Yoweri Museveni named High Court Judge Irene Mulyagonja to the post barely two weeks ago.

Justice Mulyagonja is to face the committee chaired by the Speaker of Parliament Rebecca Kadaga. Deputy Speaker Jacob Oulanyah and the Leader of Opposition in Parliament Mandala Mafabi are also members of the committee.

Each district is represented to the committee which interfaces with presidential nominees to serve in various important offices. The committee approves but can also reject a presidential nominee.

Constitutional Court recently ruled that the acting IGG Raphael Baku was not competent to run the inspectorate without the substantive IGG.

The Court consequently stopped Baku from prosecuting ministers, Sam Kutesa, John Nasasira and Mwesigwa Rukutana because the inspectorate was not fully constituted after they challenged the IGG’s power to prosecute them for charges of abuse of office relating to the mismanagement of the funds meant for commonwealth summit in 2007.

The court ruled that the IGG could not prosecute the three ministers or any one for cases involving abuse of office and corruption and causing financial loss because by acting alone in prosecuting the officials he was breaching the constitution.
