Tender for Supply, Installation, Commissioning and Maintenance of Machinery and Equipment for Uganda National Examinations Board Printery –PR 3130

UGANDA POST PRIMARY EDUCATION & TRAINING PROGRAM INVITATION FOR BIDS

1. This invitation for bids follows the General Procurement Notice for this project that appeared in Development Business of 18th February 2009 and in the local press of 14th February 2009.

2. The Government of the Republic of Uganda has received a credit from the International Development Association (IDA) and it intends to apply part of the proceeds of this credit to payments under the contract for Supply, Installation, Commissioning and Maintenance of of machinery and equipment for Uganda National Examinations Board Printer.

3. The Ministry of Education and Sports now invites sealed bids from eligible and qualified bidders for the above equipment and related services under the following lots;
 

For this tender, bidders shall meet the following qualification requirements:

(i) A minimum average annual turnover of at least; Lot: 1 US$ 2, 500, 0000 (United States Dollars Two Million Five hundred thousand only) within the last three (3) years and Lot: 2 US$ 600,000 (United States Dollars Six Hundred thousand Only)

(ii) Successful completion of atleast three (3) contracts within the last Five (5) years, each with a value of at least as follows: Lot: 1 US$ 1,000,000 and Lot: 2US$ 300,000

(iii) Bidder shall have at least two qualified technical staff to undertake installation and maintenance.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the guidelines.

5. Interested eligible bidders may obtain further information from the Address 1 below and inspect the bidding documents at the Address 2 below from 8.30 am to 4.30 pm.

6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of UShs.100,000 (One Hundred Thousand Shillings only or in a freely convertible currency) .
The method of payment will be by cash or cashier’s check or certified check payable to the Ministry of Education and Sports Cashier before proceeding to pick the documents from the Procurement and Disposal Unit in room 7.3 at the Address 2 below.

7. Bids must be delivered to Address 2 below at or before 11.00 am, 04th May 2012. All bids must be accompanied by a bid security of as follow;
Lot: 1: US$ 30,000.00 (United States Dollars Thirty Thousand only)
Lot 2: US$ 5,000 (United states Dollars Five thousand only) or equivalent in a freely convertible currency:

A pre- bid meeting will be held on 05th April 2012 at 11:00 am on the address indicated below as 2. (Boardroom) Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the Address 2 below at 11.10 am, 04th May 2012. Bidders are urged to adhere to Instructions to Bidders in the Bidding Documents. Bids shall remain valid for a period of 120 days from the latest date for submission of bids. The Borrower will reject a bid with a shorter validity period.
